• Sovereign Infrastructure Stewardship: The development of a unified 1,000-mile transit and utility corridor, incorporating an integrated urban forest canopy for environmental resilience.

• Resource & Energy Security: The deployment of a 10 GW clean energy backbone and a 3,000 ACF water recovery network to ensure long-term utility price stability and resource independence.

• The 7% Social Mandate: A non-negotiable allocation of 7% of gross annual revenue to the Start22 Care Campus—dedicated to universal mental health, veteran reintegration, and civic restoration.
